JOE MEYERS
Chief Executive Officer
Joseph “Joe” Meyers is a seasoned expert in blasting and explosives management, with over 30 years of experience overseeing construction and blasting operations. As Chief of the FDNY Explosives Unit, he managed oversight of explosives, pyrotechnics, and hazardous materials in NYC, implementing policies that enhanced safety, efficiency, and revenue. His leadership involved close collaboration with agencies such as the NYPD Counterterrorism Division, FBI, Secret Service, and ATF. A licensed master blaster in multiple states, Joe’s deep expertise and strategic approach to explosives safety and regulation make him a vital asset to EMS in enhancing protection management and operational protocols.
BILLY WALSH

William “Billy” Walsh is a seasoned law enforcement professional with over 32 years of service, including leadership roles in the Gwinnett County, Georgia Police Department and Sheriff’s Office. A graduate of the FBI National Academy, he specialized in hazardous devices, SWAT operations, and counterterrorism, serving as Bomb Squad Commander and achieving the rank of Major. His expertise spans explosive breaching, infrastructure protection, and large-venue security, reinforced by his role in state-level security working groups. A U.S. Navy veteran with multiple overseas deployments, Billy’s strategic leadership and operational experience make him a key asset to EMS in advancing protection management and emergency preparedness initiatives.
MARC BLACK
President
Marc Black is a retired NYPD Detective Investigator with extensive expertise in counterterrorism, arson and explosion investigations, computer crimes investigations and intelligence. As a key member of the Counterterrorism Division’s Threat Reduction Infrastructure Protection Section, he played a critical role in safeguarding New York City’s vital infrastructure by conduction security and vulnerability assessments, threat assessments and coordinating with federal agencies and foreign partners to strengthen security measures for NYC. His tenure in the Arson & Explosion Squad saw him working alongside the FDNY and other law enforcement agencies to investigate major post-blast and arson incidents, ensuring public safety and delivering justice. Marc’s deep investigative experience and strategic approach to protection management make him an invaluable asset to EMS, where he applies his expertise to enhance protective measures and operational preparedness.

Robert “Rob” Bender brings over twenty years of experience at the intersection of technology, innovation, and operational excellence. Rob’s background in simulation-based training, systems integration, and project management enables EMS to deliver tailored risk mitigation strategies that address each client’s unique challenges.
