CRITICAL INFRASTRUCTURE

Independent Risk Assessment and Technical Oversight for Blasting and Vibration-Sensitive Projects

On infrastructure projects involving blasting and vibration-sensitive work, effective risk management begins with a thorough, independent assessment. EMS supports public owners, authorities, and infrastructure stakeholders by identifying potential risks to assets, personnel, and surrounding communities, and by providing technical guidance to manage those risks throughout the project lifecycle.

Our assessments consider operational, environmental, and human factors, evaluating both probability and consequence to support informed decision-making, regulatory compliance, and continuity of operations. These findings guide planning, oversight, and documentation activities from pre-construction through closeout.

  • Ongoing advisory support for long-duration or multi-phase infrastructure programs

Aerial Data Capture and Site Documentation

When appropriate, EMS can incorporate unmanned aerial systems (UAS) as an available option to support infrastructure documentation and asset protection efforts. This capability is used when conditions warrant or when requested to improve safety, access, and the quality of technical records.

Drone-based documentation allows EMS to capture high-resolution, repeatable imagery of areas that may be difficult or unsafe to access on foot, supporting oversight, monitoring, and long-term program documentation.

This option may be used to:

  • Document pre-construction and pre-blast site conditions
  • Capture conditions of slopes, rock faces, structures, and adjacent infrastructure
  • Support monitoring programs and field oversight activities
  • Provide visual records suitable for technical reports, audits, and public review

All UAS operations are conducted in accordance with applicable FAA regulations and are performed by qualified personnel trained in aviation safety and infrastructure site operations.

Infrastructure Support with Independence and Accountability

EMS provides independent technical oversight and consulting services that help infrastructure owners manage risk, protect public assets, and maintain accountability throughout complex projects. Our role is to support informed decisions, clear documentation, and defensible outcomes without performing blasting or construction work.
