JOE MEYERS
Chief Executive Officer
Joseph “Joe” Meyers is a nationally recognized expert in blasting and explosives management with more than 30 years of experience leading construction, demolition, and blasting operations. As Chief of the FDNY Explosives Unit, he oversaw the regulation of explosives, pyrotechnics, and hazardous materials throughout New York City, developing policies that strengthened safety, efficiency, and compliance while generating significant revenue for the city.
Joe’s career spans both public safety and private-sector leadership. He has served as General Foreman on major infrastructure, demolition, and commercial blasting projects, bringing hands-on operational expertise to some of the most complex environments. A licensed Blaster in multiple states, Joe is also a New York State and Pennsylvania–approved instructor for the 16-hour Blaster Certification course and an EOD Range Instructor.
His contributions to the industry extend beyond the field. Joe is an active committee member with the Institute of Makers of Explosives (IME) and a published author on explosives safety and regulatory practices. He has worked in close collaboration with the NYPD Counterterrorism Division, FBI, ATF, and U.S. Secret Service, earning a reputation as a trusted advisor on high-stakes protection and mitigation.
MARC BLACK
President
Marc Black is a retired NYPD Detective Investigator with extensive expertise in counterterrorism, arson and explosion investigations, computer crimes investigations and intelligence. As a key member of the Counterterrorism Division’s Threat Reduction Infrastructure Protection Section, he played a critical role in safeguarding New York City’s vital infrastructure by conduction security and vulnerability assessments, threat assessments and coordinating with federal agencies and foreign partners to strengthen security measures for NYC. His tenure in the Arson & Explosion Squad saw him working alongside the FDNY and other law enforcement agencies to investigate major post-blast and arson incidents, ensuring public safety and delivering justice. Marc’s deep investigative experience and strategic approach to protection management make him an invaluable asset to EMS, where he applies his expertise to enhance protective measures and operational preparedness.
ROB BENDER
Chief Operating Officer
Robert “Rob” Bender brings over twenty years of experience at the intersection of technology, innovation, and operational excellence. Rob specializes in integrating advanced technology and process improvements into EMS’s core risk mitigation services, ensuring that every solution is not only cutting-edge, but also practical and effective in the real world.
Rob’s background in virtual reality (VR)simulation-based training, systems integration, and project management enables EMS to deliver tailored risk mitigation strategies that address each client’s unique challenges. His expertise in back-end operations ensures that EMS projects run efficiently, from initial assessment and solution design to implementation and long-term support.
With a focus on measurable results, Rob is dedicated to helping organizations strengthen their safety, compliance, and operational resilience. His leadership at EMS supports a company-wide commitment to innovation, quality, and client success.
